Integrated Circuit or IC is typical components that have a circuit inside the package " inside there is a multiple parts like circuit of diode or resistor or other basic part combined inside to create a certain function.
To determine a bad IC mounted in the PCB " Printed Circuit Board " :
1. Test the IC pin to pin using DMM as diode test selected, usually IC's in pin reads .7V 0r .3V as Diode typical reading.
2. You can use the apple to apple comparison, a common repair technique that use a known good IC then compare the reading pin to pin with respect to the IC under test .
